外国人労働者。。。

近年、日本国内で外国人旅行客の増加に伴い、日本国内で働く外国人も増加しています。
何故、外国人労働者が増えたのか？
1 特定業種が３Kの為、敬遠されている。
2 敬遠されている為、求人募集広告を掛けても求人が集まらない。
3 日本人で求人出来ない為、外国人労働者を求人募集・雇用が増えた。
上1は、建設現場・食品製造工場・コンビニでは所謂【きつい・汚い・危険】の職場環境の為、
求人対象となる日本人の20〜30年代から敬遠されている。
上2は、日本人の20〜30年代から敬遠されている為、求人募集広告を掛けても求人の面接・申込
が無かった。
上3は、20〜30年代の日本人の求人募集が出来ない為、外国人労働者を海外から受け入れて雇用
した。
所謂、3Ｋの職場は従業員の定着率が低く、仕事に対する意識が低い為、労災となる怪我が頻発
するので雇用面で悪循環に陥っています。
日本人労働者の不足を補填する為に外国人労働者の受入・雇用が増えました。
特に。。。
4 食品製造会社に雇用された日本人の配偶者となった外国人。
5 在留目的が【経営・管理】で来日した外国人料理人。
6 来日前に許可された在留目的と異なる業種に労働している外国人。
上4は、食品製造会社(弁当製造会社・鶏卵加工会社等)に雇用された日本人の法律婚配偶者となった
外国人です。。
上5は、在留目的が会社の経営・管理する経営者として招聘されたが、実際は外国料理の料理人だった。
上6は、上5の【経営・管理】で来日した外国人を建設現場の労働者として派遣された外国人。
日本国内で労働する外国人は日本人労働者が不足する業種を補填する形で増えていきました。
増加する外国人労働者は在留目的に沿った業種に雇用されているとは言えず、在留目的以外の
不法就労に雇用されるケースが多く成りました。
次回は在留目的以外の不法就労に対する日本国政府の対応についてアップします！
