在留資格手数料の改定とは。。。
1 2027年度中に在留資格手数料が大幅に上がる。
2 現行の更新手数料の5～7倍になる可能性。
上1は、現行の更新手数料(6,000円)・永住許可(10,000円)から大幅な引き上げとなる。
上2は、現時点では在留期間更新申請手数料は3～4万円前後・永住許可申請手数料は10万円前後
現行の在留資格手数料より大幅な引き上げ見込まれます。
何故、在留資格手数料の大幅な引き上げをするのか？
3 急増する外国人の受け入れ体制の整備。
4 不法滞在者の強制送還にかかる費用の確保です。
上3は、相談窓口の多言語化、生活・教育支援・地域との共生施策の体制を整備する為の財源
として活用する。
上4は、適法な滞在者との線引きを明確にして執行体制を強化する為。
在留資格手数料の引き上げによる増収分は国の収入を増やし、外国人政策財源として活用されます。
では、在留資格手数料の引き上げの影響は。。。
5 外国人を雇用する企業にとって人件費のコストが上がる。
6 外国人・外国人家族が家族帯同している場合、家計負担が上がる。
上5は、在留資格更新手数料を外国人本人に負担させるのは現実的ではなく、企業が費用負担する
一般化する可能性がある。
上6は、外国人家族の在留資格更新手数料も企業が費用負担する事は人件費コスト上昇に繋がる為
外国人家族分の在留資格更新手数料は家計負担となり、家計を圧迫します。
家族帯同で来日した外国人家族は家計負担となれば、家計を圧迫して日常生活は苦しくなります。
